III. Introduction of the Chairman
Mr. Cao Guangbiao , the Chairman
Consultant Professor of Tsinghua University, incumbent Chairman of Hong Kong Novel Co., Ltd. and honorary Chairman of Hong Kong Dragon Air.

In 2004, Mr. Cao Guangbiao was rewarded the dean medal issued by the Wharton School of the University of Pennsylvania for his initiation, because he had invested individually in China mainland to establish factories after the year of 1949, which had made great contribution for the opening and reforming of China.

In 1964, Mr. Cao Guangbiao established Novel Company in Hong Kong, developed from the world largest sweater manufacturer to a diversified multinational group, whose business has covered navigation, electron, information, chemical, pharmacy, printing and dyeing, trade, etc, with the asset of over HK$10 billion. As the first patriotic enterpriser investing in establishing factories in China mainland since the reforming and opening, he had invested hundreds of project with the total capital of over RMB1.5 billion.
Mr. Cao Guangbiao registered HK$100 million to establish Tsinghua Novel New Technology Investment Holding Co., Ltd. in Hong Kong so as to explore the new approach for transferring the high technology results into productivity.

Mr. Cao cares about education and environment protection of homeland, having donated over HK$100 million to subsidize China ' s education, and established Beijing Novel Environment Protection Co., Ltd. with Tsinghua University .

Physical and chemical technology

Hi-efficient clarification tank

Hi-efficient clarification tank integrated with coagulation, reaction, sedimentation, sludge concentration and lime water softening can be used for the treatment of surface water, urban sewage and industrial waste water. When applied in deep treatment on the effluent from a secondary sewage treatment plant, the treated effluent can be used for common industry or municipal utilities.

Biochemical technology

Biocer is shortened from Biological Aerated Ceramicite Filter, which is a great fruit achieved by water treatment experts of Tsinghua University through more than 10 years' experimental research and engineering practices. Biocer provides hi-efficient and simple deep purifying technology, integrating the hi-efficient mass transfer, biochemical reaction, biological flocculation and filtration technology, which increase the biology quantity in the unit capacity through the hung ratio surface with small grain multi-hole carrier, increasing the capacity utilization rate and treatment effect of the reactor greatly. The treated water of Biocer is clean and transparent, with thorough contamination transfer, which is applicable to purification and recycling of domestic sewage, urban sewage and low consistence industrial water.

x CASS method

As an advanced technology developed on the basis of SBR and oxidation ditch, CASS method is currently studied profoundly, as well as applied extensively in the practice. CASS technique is designed by adopting conjugated modularization, by which the water input and output in the whole water treatment plant is successive. All maintenances on the equipment are processed in the surface of the water, and there is no maintenance part in the pool. CASS technique design provides the max simplicity, reliability and agility. With anti-shock load, the remnant sludge is less than the traditional active sludge method and common SBR, unnecessary for regulating reservoir or primary sedimentation pool, stable to operate, simple to operate and manage, only aiming at the carbon organic matter, also can realize denitrification and dephosphorization, save occupation of land and low consumption of energy. CASS technique is applicable for domestic sewage, urban sewage and most of the industrial wastewater.

y DE-type oxidation ditch

Consisting of two oxidation ditches with the same capacity, the DE-type oxidation ditch is a urban sewage treatment technique applied mostly in the world, which is also one of the most advanced and the best treating effect active sludge and sewage treatment techniques. It is easy for it to realize the denitrification and dephosphorization but not to increase capacity of the reaction pool. The setting of anaerobic pool improves treatment efficiency and operational stability of the whole system greatly; simple to control operation, it is convenient to realize PLC automatic control. The project cost of DE-type oxidation ditch considering denitrification and dephosphorization is only 50~60% of the traditional A/A/O in the equal scale, which is 60~80% of the traditional A/A/O without consideration of the denitrification and dephosphorization. This technology is applicable to the treatment of urban sewage and other waste water with similar property.

z Up-flow Anaerobic Sludge Bed (UASB) reactor

UASB treats hi-consistence organic waste water, especially it has succeeded in treating waste water with carbohydrate, with prominent characteristics that the system can maintain higher capacity load (quantity of contamination treated by the unit reactor). Undoubtedly, Tsinghua University is in the domestic leading position in introduction, research, application and promotion of this technology. Many items of UASB special technologies (some have obtained the state patent) finished by the company has provided excellent advantages for developing and maintaining the advantages. This technology is applicable to the treatment of various hi-consistence organic waste water including farina, beer, food, and meat processing, etc.

Membrane separation technique

MEMCELL a Membrane-biological reactor

By the membrane separation technology of the company in solid/fluid separation in biochemical reaction, adopting the world topping quality membrane material, the solid/fluid separation process of the active sludge process is completed in the membrane biological reaction pool, where the sewage is treated through the single treatment device (integration of membrane filtration and biological reaction). The clean and transparent water can be produced persistently and stably with the sewage, which is greatly superior to other sewage treatment technique, stable and no bacteria. So, it can be discharged or recycled without disinfection, as well as the pretreatment of reverse osmosis desalination of sewage. The occupied land area of the technology is only less than 1/4 of other biological treatment. Due to long-term experience accumulation and technical improvement has made MBR technology of the company leading in the industry, which keeps leading in China no matter in tonnage energy consumption for water or membrane flux maintenance and resuming technology.

The circulative s emi-aerobic landfill system is also called ¡° Fukuoka mode¡±, which has been promoted successfully in many countries currently.
From the 1960s-1970s, Japan Fukuoka University began to make research on s emi-aerobic landfill system aiming at disadvantages of high investment of anaerobic landfill and high cost of semi -aerobic landfill. Since 2002, Department of Environmental Science and Engineering, Tsinghua University has begun the cooperation with Fukuoka government and Fukuoka University , to attempt the feasibility of this landfill technology in China . Through plenty of studies and investigation, this technology is especially applicable for garbage landfill field in our developing middle and small cities in China .

Adopting brand-new landfill structure design, semi-aerobic landfill utilizes temperature difference caused by hi-temperature inside the landfill pile to introduce air out of the pile inside and form semi-aerobic inside the pile, where the content of inflammable gas including methane in the landfill gas will decrease greatly, which reduces the pollution and greenhouse effect to the air by 30~70%. Meanwhile, it will decompose the hi-consistence leakage liquid more thoroughly, reducing the consistence of COD, the discharged liquid by one quantity level, which can reach the discharging standard through regular biological process. The circulative semi-aerobic landfill system developed on this basis can send the leaked liquid to the pile by the special refill collecting system to decrease COD and reduce the cost of water treatment further.

As the design unit of project of domestic garbage landfill field in Mengzi County, Yunnan Province, the first domestic demonstrative project of domestic garbage semi-aerobic landfill technology promoted by Department of Environmental Science and Engineering, Tsinghua University and Japan Fukuoka University began the work of address selection and engineering design in the earlier period of domestic garbage landfill field in Mengzi County, Honghe (Red River) Autonomous Prefecture of Hani an Yi Nationalities, Yunnan Province from March 2003. Based on the population and development level, in accordance with the environmental and sanitary planning target of garbage harmless treatment rate of 95% in 2020, the total area of the semi-aerobic landfill project shall be over 1,400,000 m 3 with a total investment of nearly RMB40 million.
